The Latest Progress of Domestic Phenol Acetone Projects Under Construction in 2025

Zhenhai Refining & Chemical

The total investment of Zhenhai Refinery Phase II capacity expansion and high-end new materials project is 41.6 billion yuan, covering 18 units such as atmospheric distillation, catalytic cracking, polypropylene and propane dehydrogenation. Among them, Zhenhai Refining and Chemical Phase II expansion project mainly includes new 11 million tons/year oil refining, 2.2 million tons/year ethylene, 600000 tons/year propane dehydrogenation and downstream processing units.

The total investment of the high-end new materials project is 11.332 billion yuan. Relying on the raw material advantages of Zhenhai Refining and Chemical Production Base, the project will build 4 sets of production units and supporting public and auxiliary facilities, including 40/180000 tons/year acrylonitrile/methionine combined unit, 65/240000 tons/year phenol acetone/bisphenol A combined unit, 300000 tons/year CHPPO unit and 200000 tons/year isononanol unit.

The latest progress: in January 2025, the 550000-ton/year cumene plant of Zhenhai Refinery, which adopts the complete set of technologies of Sinopec Shanghai Petrochemical Research Institute, was successfully started in one run.

Jilin Petrochemical

The construction site of the Jilin Petrochemical Company's oil refining and chemical transformation and upgrading project is located in the Jilin Chemical Industry Circular Economy Demonstration Park in Jilin City, the eastern new area, oil refinery and high-carbon alcohol plant, and the central organic synthesis plant, calcium carbide plant, dye plant and fine chemicals plant, Acrylonitrile plant, fertilizer plant and synthetic resin plant in the west.
In the chemical industry, a new 1.2 million-ton/year ethylene plant will be built, and a 1 million-ton/year pyrolysis gasoline hydrogenation, 450000-ton/year aromatics extraction combined plant, 400000-ton/year high-density polyethylene plant, 300000-ton/year ethylene oxide plant, 400000-ton/year EVA plant, 350000-ton/year phenol acetone plant, 240000-ton/year bisphenol A plant, etc.
Latest progress: Scheduled for delivery on April 30, 2025. "Bisphenol A" has fully entered the pipeline pressure test and instrument commissioning phase.

Shandong Ruilin Polymer Materials

The green low-carbon olefin integration project (phase I) of Shandong ruilin polymer materials co., ltd. newly builds a 300000-ton/year cumene plant, a 350000-ton/year phenol acetone plant and a 240000-ton/year bisphenol A plant, with an annual output of 306136-ton/year cumene, 216680-ton/year phenol, 133320-ton/year acetone and 240000-ton/year bisphenol A;
the latest progress: At present, 240000 tons of large-scale equipment for bisphenol A plant and phenol acetone plant equipment have been installed, and 60% of the overall progress of the project has been completed. It is planned to be completed and put into production in October 2025.

Jiangsu Sanmu

The phenol-acetone integrated industrial chain project is located in Fushun High-tech Zone, with a total investment of 8.68 billion yuan, including 650000 tons/year phenol-acetone, 500000 tons/year bisphenol A and 200000 tons/year polycarbonate projects.
The latest progress: on March 8, 2024, Liaoning sanmu chemical co., ltd. won plot 2#-1 of phase ii of mill pan industrial park with 0.2195 billion yuan, marking the smooth transaction of fugaokai land net hang (2024) no 3.

Rongsheng New Material

Construction contents of Jintang new materials project: newly built 600000 tons/year propane dehydrogenation unit, 3 million tons/year catalytic cracking unit, 1 million tons/year gas separation unit, 600000 tons/year aromatics extraction unit, 300000 tons/year PEO unit, 1 million tons/year EVA unit, 200000 tons/year POE unit, 40/250000 tons/year phenol acetone unit, 200000 tons/year 1,3-propylene glycol unit, 40/880000 tons/year PO/SM unit, 400000 tons/year PTT unit, 500000 tons/year isobutane normal structure unit, 600000 tons/year maleic anhydride unit, 500000 tons/year BDO unit, 200000 tons/year PBS unit, 400000 tons/year PBT unit, 120000 tons/year isobutylene unit, 180000 tons/year butene oxidative dehydrogenation unit, 150000 tons/year CO₂ recovery unit, 160000 tons/year ethoxylation unit, 200000 tons/year DMC unit, 480000 tons/year polyether polyol unit, 1.2 million tons/year ABS unit, 2 × 240000 tons/year bisphenol A unit, 2 × 260000 tons/year polycarbonate unit, 100000 tons/year CHDM unit, 100000 tons/year PCT unit, 100000 tons/year PCTG unit, 50000 tons/year UHMWPE unit, 2 × 450000 tons/year PP plant, 300000 tons/year α-olefin plant, 600000 tons/year polyurethane elastomer plant, 140000 standard/hour coal hydrogen plant, 2 × 20000 tons/year sulfuric acid plant and other production plants.
The latest progress: the construction progress of phenol acetone plant has reached 50%, and it is planned to be completed by the end of June this year.

Fujian Zhongsha Petrochemical

 

Fujian Gulei 1.5 million Ton/Ton Ethylene and Downstream Deep Processing Consortium Project is located in Gulei New Port District, Zhangzhou City, Fujian Province, mainly including

ethylene and downstream-ethylene production scale is 1.5 million tons/year, ethylene downstream is planned to build 10/1 million tons/year ethylene oxide/ethylene glycol, 400000 tons/year HDPE, 600000 tons/year mLLDPE/HDPE and 50000 tons/year hexene -1.

Propylene and downstream-Propylene downstream is planned to build 400000 tons/year polypropylene (impact/random) and 550000 tons/year polypropylene (homopolymerization/random).

There are also some downstream planning and construction of 25/150000 tons of phenol acetone, 270000 tons of bisphenol A and 290000 tons of polycarbonate.

 

Latest progress: The bisphenol A plant is scheduled to enter the construction site in April and will complete the pressure test in February 2026.

Shaanxi elm energy and chemical new materials

The epoxy resin integration project of Shaanxi Yuneng Nenghua New Materials Co., Ltd. is located in Shenmu High-tech Industrial Development Zone, Shaanxi Province, covering an area of about 1324 mu, with a total investment of about 13.2 billion yuan.
The main construction scale and contents of the project include: 800000 tons/year methanol to propylene (DMTP) plant, 125000 tons/year chloropropene plant, 150000 tons/year epichlorohydrin plant, 200000 tons/year hydrogen peroxide plant, 300000 tons/year cumene plant, 350000 tons/year phenol acetone plant, 240000 tons/year bisphenol A plant, 250000 tons/year epoxy resin plant, 100000 tons/year high salt wastewater purification plant, 100000 tons/year polyolefin elastomer (POE) plant, 30000 tons/year ethylene propylene rubber plant and supporting utilities and auxiliary works.

The latest progress: on January 2, 2025, the construction land of the epoxy resin integration project (phase I) has recently passed the examination of the Shaanxi Provincial People's Government Office.

 

National core trend of phenol acetone projects under construction

 

Concentrated release of production capacity: 2025-2027 new production capacity of more than 3 million tons/year, regional concentration increased (Bohai Sea accounted for 52%);

acceleration of technology iteration: the application rate of independent technology exceeds 70% (for example, the localization rate of cumene plant is 90%);

industrial chain extension: Phenol acetone-bisphenol A- PC integration projects accounted for 65%, regional self-sufficiency rate increased to 78%;

green threshold raised: the penetration rate of PO/SM co-production technology will exceed 70%, and the carbon emission intensity per unit product will drop by 12%.
